City of Tehama

The City of Tehama is a small, incorporated city located along the Sacramento River in Tehama County. The community has been in existence since 1850 on the lands of the Nomlaki tribe. Tehama is small and compact and non-motorized forms of transportation are typically done recreationally and not for commuting. Many residents travel two miles or less to Los Molinos across the river for services without established pedestrian or bicycle facilities.

Transportation Plan

The Transportation Plan is intended to create the framework for an inclusive multimodal transportation network by addressing the current challenges and needs in the City of Tehama and simultaneously improving the community’s live, work, and play connections. The Plan will focus on improving existing non-motorized and public transportation networks in the City and creating the potential for increased opportunities. Improvement and creation of active transportation networks in the City will promote an active lifestyle and improve social-wellbeing. The plan will also aim to address evacuation access routes.

Plan Objectives

  • Identify community stakeholders and form a multidisciplinary team of partners committed to working together in developing a community vision

    • Identifying existing conditions, active transportation usage, development potential, and safety concerns of project area.

    • Develop a questionnaire to assess community behavior and attitudes regarding active transportation, as well as usage of the project area roads and intersections.

    • Identify gaps in information and communications that could be resolved through community outreach.

    • Hold community outreach meetings and events to gather community input and identify methods to enhance project area connectivity and safety.

    • Identify potential improvements for bicycle and pedestrian needs, including connections to surrounding communities, schools, and services.

    • Develop maps of existing facilities, gaps, potential improvements, and connections to community destinations for active transportation users.

    • Develop goals, objectives, policies & performance modes for the plan.

    • Develop planning-level alternative designs for identified priority projects.

    • Develop planning-level costs associated with implementing improvements.

    • Identify funding sources for infrastructure improvements.

    • Position projects identified in the Community Plan for grant program competitiveness.
